Fiscal Year 2004 Appropriations: Congressional leaders have incorporated the Transportation/Treasury Appropriations bill into the omnibus appropriations bill that funds federal departments and agencies which are operating without approved FY 2004 appropriations acts. Congress is scheduled to consider the omnibus bill during the week of December 8 and is expected to provide $7.266 billion for public transportation, after a .59 percent *across the board cut* in most federal programs.
