The East Texas Council of Governments (ETCOG) is a voluntary association of counties, cities, school districts, and special districts within the fourteen-county East Texas region. ETCOG assists local governments in planning for common needs, cooperating for mutual benefit and coordinating for sound regional development. Established in 1970, ETCOG, either directly or through its contractors, provides programs and services for East Texas seniors, employers, and job seekers. 

ETCOG also serves as the rural transit district for our 14-county East Texas Region.  We are expanding the scope of services from the singular provision of demand response public transportation service to a multi-modal focus where ETCOG, in partnership with transportation stakeholders, will bring regional focus, consensus, and solutions to a wide array of East Texas’ growing transportation needs. 

Position Summary 
This full-time, exempt opportunity will coordinate transportation services provided throughout the 14 county ETCOG region, to improve mobility, achieve TxDOT’s and US DOT’s coordinated transportation goals; acquire funds for transportation programs and services; and improve business and community support for transportation and mobility programs and services. The mobility manager will develop and distribute information to build awareness of available transportation resources to meet the diverse travel needs of the region.
Position Specifics

Develops and directs the design, production and distribution of specific marketing materials for Transportation Services directed at employers, employees, human service agencies and other entities. 

Serves as the liaison/marketing representative to community leaders and organizations to demonstrate how transportation enhances economic development. 

Provides direct outreach to area employers and employment agencies to gain support for employer and employee transit programs.

Assists with the development and writing of grant applications for future funding.  Plans and conducts public meetings on issues relating to transportation.  Develops potential for coordination of transit options across jurisdictional  boundaries.

Makes public presentations on the benefits of mobility management for the community.  Builds supportive community networks.

Will develop working knowledge of the ETRTCP Steering Committee Regional Mobility Plan and actively assist in the review, update and implementation of the plan.

Must perform duties in accordance with ETCOG’s customer service standards as expressed in the “Customer Service Creed” with a thorough understanding of the overall mission of ETCOG.

Minimum Educational Requirements
Bachelors degree in business, communications, or related field is preferred. A combination of education, training and experience that results in demonstrated competency performing the work may be substituted. A least one year of experience in management position or transportation supervision may be substituted.

Compensation
Annual Salary range:  $38,000 - $42,000; Excellent competitive benefit package for full-time employees

The North Central Texas Council of Governments (NCTCOG) is a voluntary association of cities, counties, school districts, and special districts which was established in January 1966 to assist local governments in planning for common needs, cooperating for mutual benefit, and coordinating for sound regional development.  It serves a 16-county metropolitan region centered around the two urban centers of Dallas and Fort Worth.  The area of the region is approximately 12,800 square miles, and the population of the region is over 6.5 million.

Since 1974, the North Central Texas Council of Governments has served as the Metropolitan Planning Organization for transportation in the Dallas-Fort Worth Metropolitan Area and is responsible for developing transportation plans and programs that address the complex needs of the rapidly growing area.   The planning area for transportation includes the 12 counties of Collin, Dallas, Denton, Ellis, Hood, Hunt, Johnson, Kaufman, Parker, Rockwall, Tarrant, and Wise.

The Transportation Department of the North Central Texas Council of Governments is increasing its staff and currently seeking a Transportation Planner I or II to assist with the development, implementation and monitoring of public transportation projects intended primarily for low-income persons and individuals with disabilities in North Central Texas.  This position will work closely with external partners to assist in the implementation of projects awarded Federal Transit Administration Job Access/Reverse Commute and New Freedom Programs grant funding.
